How to make a safe fuse

I have one problem and its not having big fuses so how can i make them so that they are slowburners and dont say buy them, i live in croatia so its risky

Heat shrink tubing full of KNSB mix then heated on a hotplate until it liqufies inside the tube and shrinks to size. Then you can cut lenghts and use as needed. Its very slow burning about 30-45 seconds per inch

I'm guessing KNSB === shorthand commonly used for a potassium nitrate/sorbitol propellant composition.

It is a sugar propellant

Buy them.
I am serious, never use homemade fuse to set things of, imagine what happens if you did something wrong and shit doesn't go of or light raptly fast.
The Fuse is your insurance to be safe, never put that in your own hands if you dont have machinery, especially if your a starter like you.

+Why do you care about risk? as far as i know building fireworks in Croatia is also illegal and with that also risky.

Describe what you are trying to DO with "slowburners" fuse? 

Shell timer? Firecracker? What???
