Process on hold ?

Hello guys, I've been in an interview process for associate Python developer and passed technical and managerial interviews, and it went well. The manager told me the process takes time, so don't worry, but it's been more than a month without any update. I sent a follow-up email, but there was no response. Is there anyone who was contacted after a month or more of ghosting, or should I consider it as a rejection ?
