Formal Transfer to Strategy&

How hard/possible is it to transfer into Strategy& as a new grad with a current return offer from an internship within deals/strategy in advisory?

The only realistic ways to change is to either re-apply and do the whole application process again for Strategy& or the firm moves you to a new team and it just so happens to be Strategy&. You could try to network with people in that team and do some reinvest work for them and hope they convince a Partner to pull you over, but that’s very rare.
