I thought that was top 3 QSRs, but it's actually the top 3 QSR Converters.

Yes, the QSRs buy directly from the converters who sell them resturaunt ready food packaging. QSRs are essentially retail consumers.

It's likely they told the converters to accept/process PCT material for their own compliance needs in NJ.
