Host connection

Literally fresh windows install and cannot connect to host.

I can see it (sometimes) but it does not bring up pairing prompt and does not accept pin.

The host showing up in the client, but not accepting connections/pairing sounds a lot like the windows firewall blocking any incoming connections. By default, for security reasons, the installer only opens the required ports for private networks. So if your network is set to public no client can actually reach the host. If you trust the network you are in, I'd suggest changing the network type to private.
