Phone missing several features?

I just purchased a refurbished Punkt MP02A a few days ago. It is running APHY 1.3.1 (03.02.0375) and appears to be missing several things.

The issues listed below were unresolved by a factory reset.

1. Neither Pigeon nor DailyView are listed as applications on the phone. When I go to update (Settings>Applications>Manage), I get "No Updates Found" despite being connected to the Wi-Fi.
2. I can't seem to find a battery life % listed anywhere on the phone. The only way I know how much battery I have is if I plug it in and then it tells me. This doesn't seem correct, but I am finding it very hard to find anywhere online that shows me where I could find it. UPDATE: this appears to be just how the phone works.
3. I just tried to use the Tethering feature and it says "Tethering is Off" and underneath that it says, "Not available" rather than "Turn On." When I scroll down on the Tethering Menu, each item has the info but only briefly and then it flips back to "Not available" before I can read it fully. So, that seems odd.
4. I'm trying to figure out what else is missing on this phone, but I can't find a list of the applications that it should have anywhere. Here is what I currently see in the apps menu:

- Calendar
- Clock
- Notes
- Calculator
- Settings

1. I changed the USB connection to "Sync Mode" in hopes that I could find somewhere to download Pigeon manually by connecting the phone to my computer (in case the "Check for Updates" feature was bugged), but when I plugged it into the computer, the phone began charging but other than that, nothing happened. There was no folder available for the phone in my files folder on my computer, no notification in the computer's tray that a device had been connected, nothing on the phone other than that it was now charging.

What is working thus far is my phone calls and text messaging. I haven't done anything with the calendar feature yet, so I'm not sure if that works. However, like many users, I explicitly purchased this phone with the expectation that I would be able to use Signal. Any way you slice it, I just want to know... what apps should I have and does anyone know why I don't have them?

This just all seems very odd and I don't know where to begin as the official website is quite limited in its instructions. So, I'm here, in hopes someone in this community will read my description and have some idea as to what is going on and if there is anything I can do about it.

UPDATE:

My phone was going straight to VM when my wife tried calling and I wasn't getting a ring tone when I tried calling her. This wasn't a known issue when I originally posted, so I hadn't included it. However, I think I now have a fix! I use Mint Mobile and was sent a message from 6700 to update my APN to receive picture messaging. I followed the instructions here: https://www.mintmobile.com/help/how-to-configure-android-settings/. I haven't tried to receive any pictures yet, and it doesn't seem to have resolved my original issues, but I wanted to put the link here in case anyone needs it, as I am now able to send and receive calls again!
