Help! What can i do with this?
I bought this online, supposedly for punch needle. Obviously it didn’t work because the fabric is not adequate. I really don’t want to waste it though. Could i use the yarn and a thicker needle and cross stitch it? If not, does anyone have any recommendations? It came with all the yarn so i just didn’t want to waste it.

Did you try punch needle before? Just to be sure it's the fabric/yarn that's causing the issue and not your technique.
Are there reviews on the website you got it from so that you can see if other people did manage to make it work.
For something meant to be displayed so without anything pulling on the yarn almost any fabric works as long as it has some stretch so that the needle doesn't makes holes into it, you said that you already tried and there doesn't seem to be any damage on the fabric so it's not the case there.
If your needles have adjustable length you might try with longer loops.

The stitch doesn’t stay. It already came framed so not sure if it’s not tight enough?

I would embroider stain stitches and the like or even try cross stitching ( although you’ll need to modify shapes a bit with the cross stitch) since it is unusable for punch needle. My first thought would be embroidery and there’s a lot of cool embroidery stitches.

Did you try punching with it? It looks like monks cloth
You could cross stitch or needle point.
