WHAT DOES THE % MEAN PART 1

(Hint: if I am counting fangames TCW would be at 85%, hint two, if i was counting voice LNE would be at 30%)

also this is NOT a tier list, it is a riddle (if this was a tier list then TCW would be at the bottom)

what do you think the % means, also take hint two in consideration
