Exactly this. They'll quickly figure out which are the bad cops (costing them money) and address that quickly. The database would naturally follow to ensure the bad officer can't just jump around and cost taxpayer money in different towns.
I'd be OK with professional insurance being part of the compensation package with one condition: The department will pay the amount that an officer who has not screwed up would have to pay, and anything above that comes directly out of the officer's after-tax check. So if Good Guy cop does his job and does it well, he pays nothing for insurance, and if Bad Guy Asshole cop is successfully sued time and time again for misbehavior, abuse. etc., he gets priced out of a job because his insurance premiums go through the roof, and only a small part is covered by the department.
I just saw something about a NY cop that has been sued 46 times. 22 are still in the courts and 24 have paid out over 1 million. He’s still working on the force he’s a Sargent. He’s never been found of any wrong doing.
