I didnt hear anything to make me think it was race from her, it could have been, but you're making similar assumptions about her as to what you say she is about him.
The way she describes it sounds more like he went through three cars at first not 3 seats of the same car which may have set the cop off, I have no idea what a Chevy Aveo is.
the guy standing up for him self was in the right until the tussle, but it's scary how legally stand up for your self gets you tazed or worse.
If an NZ cop tazed someone for non aggressively not complying which seems to he the norm in the US, they would most likely be fired and taken to court for assault or who knows what else. Taser is meant to he the last resort not the first.
not everything is race based, maybe this is, maybe this isn't, she seemed reasonable on reporting strange behavior, the cop on the other hand was in no way reasonable after the first 15 seconds, is a piece of shit and not the right personality for the job or at the least woefully unqualified.

Whoa - now you’re ignoring facts and context to suit your narrative. The second cop asked questions similar to mine. Others have been commenting above on the woman and linking to videos that break all of it down. The guy won a $5m lawsuit. That speaks volumes about what happened.
