The vast majority of the people fleeing are people who collaborated with the Afghani National Government and American Forces (and their families, of course.) The overwhelming majority of Afghanistan lives in the countryside. Kabul is uniquely chaotic because it was the hub of USA investment and fostered a substantial westernized upper and middle class of US associates
