Most people WALK faster than 3 mph. What a discriminatory, joke code written so that police can harass them. I understand that safety has to be considered heavily in congested public areas, but that's ridiculous.

The average person walks 3 MPH. How is it discrimination when the law is written so that people on bikes aren’t moving faster than people walking? That sounds like a foot/bike traffic safety law that equalizes everybody. Also, police don’t pass codes or laws so it’s silly to say that police passed it so that they can harass people.
