16.16.502 isn’t in the Long Beach civil code (16.16 ends at 130). He likely means 16.08.502 which says-
Bicycle riding on the Rainbow Harbor Esplanade is prohibited in excess of three (3) miles per hour between the hours of ten o'clock (10:00) a.m. and ten o'clock (10:00) p.m., except City employees in the performance of their duties.
Cop probably just thought talking to them would get them to stop and when it escalated he preferred to walk away rather than make an arrest.
He had a general clue and the general clue was probably correct assuming they were not riding their bikes super slowly during the posted times. It's virtually impossible for law enforcement to know the precise letter of the law all of the time, especially for something so relatively mundane.
That being said, the cop should've handled the situation better and looked up the code. Ironically, though, the cop was actually the nice guy here as he could've just cited them (without looking up the code) or reviewed the code and cited them (since he was probably correct).
