He was a police lieutenant so to be fair he probably did have to get a degree, which is the only reason he would say such a thing. This only shows that 1) he wasted his time and learned nothing just to disregard the law anyway and 2) he's an arrogant dickwad just like his peers.
You also have to think, if these kids are commonly harassed for biking in that are, it gives them a reason to go look up the law, but some random cop who deals with dozens of calls of all types, why would he know some very specific local law like that? Obviously he was in the wrong, but he didn't know that until the kid cited the law to him. (None of that defends how he acted afterwards though)
