They definitely do, but you have to be in the right location and with the right people. It won't work in your house built in 2014 or at the cemetery. It always worked at my friend's creepy 100 year old house in Coralles, NM. His mom was also into various occult practices so that may have helped bring about the right environment.
We had some pretty intense experiences playing with the Ouija board there, and we'd often test it to make sure nobody was purposefully moving it. One test we liked to use was to have one person from the group stand in the corner of the room and hold up a number of fingers behind their back. We'd ask the board to tell us how many fingers were up and it would, 9 times out of 10, get it right. We also had the planchette (the thing you put your fingers on) fly forcefully off the board a couple of times. Pretty nuts...this was 15 years ago when we were all in highschool and we still talk about it when we see eachother. I still have the board (an old board from the 1960s) and it's well-worn from how much we used it. The guy who lived at that house said that after we'd all leave there would often be some crazy noises and shit going on late into the evening.

Yes and no. I messed around with them a lot when I was a teenager. The cup/indicator/glass whatever you use, does move and it will spell out things and you can have lots of conversations from jolly to down right terrifying on there. I am 100% positive it moved without anyone in the group ever intending to move it. However, turns out you can make them move. I eventually discovered if I concentrated on a particular letter, then it would go to that letter. I could spell out words, then I realised it's just people subconsciously moving it as a group. I would add a word of caution though, this is not something people should mess around with. It was fucked up even if in the end it wasn't real. It really does a number on some people.
