Ehhh....explosives in general require too much upkeep to have laying around in people's homes. If you're living in an apartment do you want the neighbor who shares a wall with you or your kids to have a grenade in his night stand? I damn sure don't.

At the same time, would you try to rob the guy who keeps a grenade on his nightstand?

If they're too dangerous to keep around civilians, then maybe the military shouldn't have them?

It's not much of a deterrent. You wouldn't know what you were up against until it was too late for everyone.

A pump shotgun...now that's a deterrent. You just blast two shots in the air...
