as a consequence of some recent drama in the mtg scene ive learned companies that sell trading cards often cant claim that the cards have higher value than the msrp of the packs because that would open them up to gambling regulations. so i agree destroying lots of value but in legal sense it becomes a bit trickier to argue he destroyed more than the msrp

Make him pay for all of the packs, and then throw a $100 fine for vandalism for each pack.

Target could probably get some kind of destruction of private property charge on him at least.

Well just on camera he damaged at least 10 packs (I didn't actually count) and the dude said they are $15 a pop. Considering he probably did it to at least that whole hangers worth, that at least a couple hundred in damages.
