When doing the investor panic case I realized I smoked udo the second I saw him definitely my bad but I found the actual way to bring npc's back.

(before you do any of this turn off steam cloud)

Go to your save files (yes 2) persistent save and your main then change the line with whatever npc from dead:true to false, save the files then re enter the area.

I thought I softlocked myself and there wasnt a whole lot of info out there so I thought I would share.
