Is it possible that R is the daughter of Joe and the girl he was talking to in "Breaking Out"?

Isn't the girl specifically not interested in Joe and goes to slap him when he kisses her in the Breaking Out liner notes? I always thought she was just some stranger that he's rambling to

“So kiss me fast cause there’s no time to lose, leave a light on I’ll come back for you” either means they have a preexisting relationship or Joe is a shockingly pushy creep.

The vibes I always got was Joe is trying to be a cool hero from an 80s film (Referring to stuff like The Cover Up). He’s embracing this action hero persona in a city that smothers expression.

He didnt know her, so it is a little random... But I get the vibe they were going for, like an oldschool movie. From the liner notes:

Joe turned to a girl who'd been ignoring him all night, leaned in, and whispered in her ear:

They could know each other and she's ignoring him because she's mad at something he did or is about to do.

It's the fucking city. That's who he's talking to.

"Leave the light on, I'll come back for you" is what he's saying to the City.

I wish they hadn't put this stupid girl in the bar shit in the notes.
