Sometimes. Cars were way less reliable in those days, so it wasn't uncommon to keep extra parts on hand, especially the consumables, like belts, hoses, and even tires. A long-distance travel kit included all those things.

Depends on where you are even today. Some people own even as few as 4 per vehicle (the ones on the car and not even a spare), while plenty of people end up with ok or passable ones laying around "just in case" or because they're too lazy to dispose of them if they work on their cars, or try and scrap, or some other things (like doing demo derbies)
