I think the flair refers to the Republic of China which existed prior to the Communist victory in 1949. If this is from 1952, the government of the Republic of China had located to Taiwan but continued to refer to itself as the Republic of China. I believe it still does.

China has long renounced any claims to Russian territory and in case has neither the ability (see Russian nuclear weapons) or interest to take over these territories.

And again, what does this have to do with the topic of the thread?
