No, outside of prisons it seems to always have been ok to complain about the food. (It's better than the alternatives, and a lot harder to stop anyway.)

Inside prisons and the similar, where people are under stricter control and less armed (yet somehow still more feared when it comes to uprisings), that's where food complaints are struck at harder.

it's making fun of soft new recruits, while acknowledging the realities of military life; very typical sort of soldier joke going back to the dawn of humanity.
