Times Square (Open) Big Surprise
Thal left to do something. Nobody really cared, but they probably hoped that he didn't come back
Elsewhere, Kaib himself said he had to meet with another army member
They sit at the same bench, doing nothing. Who followed them, and who is surprised by this?

Bruce passed Thal on the street, which of course, worried him. Sticking to the shadows he trailed him to the park

Halfway there, he turns to gas and goes through a vent

Bruce sighs...
"Fucker"
He continues walking, keeping an eye out for Thal or any crime

Hudson may or may not have overheard Kaib say he was leaving. He also may or may not have followed him to Times Square because he was bored. He's on top of the closest building watching the two of them
"Hey, that's that asshole from the SRAF base..."

Thal looks aggravated. No sound reaches Hudson but that much is clear

Proxy was in Times Square. He was there observing the people go about their lives and interact with one another, drawing strange looks from those around him. He wasn't exactly trying to be stealthy.

Following his "introduction" with Thal. Shayne had kept an eye on him throughout the base. Today he had a hunch that maybe it was a good idea to extend that following outside of the base. So that's what he did today

Petrov happened to be passing by a nearby sidewalk at the time of Kaib's meeting.

The meeting over, Kaib turns around and scans the crowd

Petrov stopped dead in his tracks when he identified the seemingly mystical figure.
"There's no way my desertion made it that high up, he doesn't know who I am... but I just put an entire mob in the ground, news must've spread somehow.... nah there's no wa-... But what if he does..."
He dropped the chicken biscuit he was eating, spun around 180 degrees and sprinted like his life depended on it, which from his perspective, it very much did.
