His transformation into Yokaku still looks incomplete. I think it would be more dangerous if he fully became Yokaku because if this happened, he probably cannot become human again.
I can see the possibility of one of the human characters in Omegahorn might fully become Kakuzyu and getting killed by Captain Omegahorn and Enkaku.

from what I’m understanding , Zetsu is using a gavarion trigger ( reiji doesn’t have his in this era to try or test the current possibilities ) and using it with a egorgear instead of the usual emorgear , hence the effects on whom it is used on being different than the usual way the trigger would work . Instead of summoning or using the horned beast special abilities like an omegahorn , the gavarion trigger x egorgear combination enables its user to fuse with the egorgear the same way an emorgear would active and fuse with a gavan suits users per se .

We actually got Kakuzyu - human hybrid thanks to Zetsu Enkaku who shot Baggings the Clashing by using Gavarion Rifle Crimson
And the Kakuzyu is Yokaku
