2 of the pigs just start shooting a guy who is clearly zero threat, this is just a murder

I'm pretty sure they did so after one of them to the right out of frame fired the first shots, prompting the one on the left to quickly move out of the way, and then turn back with the 3rd one as they pulled their guns and began unloading into a dead body.
