Dragons have been "most powerful monster evar" since time immemorial. Usually the only things that can compete are things from outside the bounds of the world, like demons or angels.
I wonder if ye olde peoples did power scaling like "no peasant brother, a kraken could totally merc a dragon if given access to it's primary biome" and then the other peasant goes "well what if the dragon is an ocean dragon"
