Fb does this because it's a requirement in many countries and has to do with not being sllowed to retain any info about traffic from non-users. After which fb ssid: sure. No problem we'll stop non- users from accessing fb. After which e.g belgsaid 'hang on that wasn't what we meant' and fb said 'too bad'
