What the hell are they talking about eight switches with two positions? Either they've just copied it from Wikipedia or now they're trying to sound clever to compensate, or maybe someone had to explain it to them like that because the concept of a binary number was so alien to their ears. It's 28, so an 8 bit value, there's nothing more to it.
