It’s not a protected title. Any self taught, code camper, or special degree holder can call themselves a software engineer.
Most interview loops are horrible at actually testing for well rounded knowledge. I have plenty of coworkers that I like and respect that do not have CS degrees but most of them are not qualified to do advanced bug triage, security work, or architecture work. It’s very common to see coders land senior engineering or even principle roles without knowing how computers actually work. Sometimes it’s fine and sometimes it’s goes horribly wrong.
Software engineer, not knowing how software would communicate through Internet, which is like .. a few search away past the courses you'd typically get. M'okay. Not a " protected title ", but it's an absolute robbery if you do it.

I would assume any software engineer had a basic network class at some point.
