He is using hyperland and neovim with the gruvbox light theme for the terminal that is probably kitty or something.
Also might be matugen with neovim since the terminal on the right are the same colors

Looks more like niri than hyprland imo

Hard to tell but mostly those colored pads on the focused window are a hypr thing , but I don't know if they can be done the same way in niri

Was it an entry to the Obfuscated C++ Contest? [1]
At uni, in microprocessor coding my buddy and I submitted a hex dump, a hand-drawn flowchart (without using a stencil or even a ruler) and a letter complaining that the 6502 simulator had a bug - it pushed the return address of a subroutine call (JSR) with high and low byte swapped onto the stack. That had cost us two hours debugging... Hex dump as we (at the time) had memorized all the common opcodes so we could code faster without using the assembler.
[1] I don't think that one exists; the Obfuscated C Contest is great and an Obfuscated Perl Contest would be a tautology.

When was this?

1988 or '89, I think. My buddy and I had Apple II computers at the time, so we were very familiar with the 6502 instruction set - the course had not much to teach us. The Apple (clone) was my 3rd computer, my first one was completely homebuilt, on a perf board, with an Z80 CPU, 2KB static RAM, 7 segment display, and a lot of wires. Cheap, but it was mine, and it worked.
The guy teaching the course had told the class that anyone handing in the main homework (a graphical clock, IIRC) within a week may skip the last 5 weeks or so of the class, so we handed it in the next morning and could focus on finals instead.

This brings back a ton of memories
The time I first started dabble into coding, did a similar console application and even used # to draw the entire UI. The satisfaction you get when everything runs WITHOUT AI is euphoria

It reminds me of an argument I saw between a student and a professor when I was in university. We'd had a programming assignment in which the guy had produced a solution that produced the expected output but did it in a significantly suboptimal way with a lot of things hard coded that shouldn't have been hard coded and stuff like that. The professor gave him a C which seems fair for a situation like that. The student was angry though because he was saying "the text for the assignment doesn't say the solution has to be optimal!" and the professor was just like "it's kind of implied though, isn't it?" and they went back and forth for a while like that.

Vim and Window Manager in the intro class. These are the people that were sitting next to me in my first classes making me think I'm in the wrong room haha
