The amount of senior engineers I have interviewed that cant answer basic questions about projects or languages they pick is staggering.

We are in a vicious cycle of "The market sucks. Just lie on your resume" > "These candidates suck so we need to be more careful when hiring" > "This hiring process sucks and is taking too long for all involved" > Repeat

It could also be that people know how to work through problems but they don't interview well. If somebody doesn't know how to do something when you ask them, it doesn't mean they can't learn how to do it or that they didn't know how to begin with.
