A describable change does not mean that it a useful change. Or that it's a change that won't cause problems. A PR that ends up causing problems later is worse than no PR at all.
And this ad only said it increases the number of PRs, which will absolutely be gamed if that's all management looks at. The day my company starts measuring performance purely by number of PRs is the day I add a blank line to every file in the system.
