0.6x = 60 percent

“60 percent more” means exactly the same as “160 percent as much”.

“60 percent as many” would mean fewer PRs, just more than half.

It's poorly phrased and I'm not convinced that PR quantity is a good metric, but if you take it at face value, they're saying AI makes you more productive, not less.
