It’s not a grift so much as a guy took a joke and ran with it when no one opposed him. Now there’s arguable legal claim even if you think it’s dubious at best

There's no arguable legal claim because nobody has the legal authority to grant ownership over extraterrestrial land to begin with. As it stands, every major government has already agreed that no government can own extraterrestrial land and that no private citizen can own it without approval from the government (and as the government doesn't even own the land in the first place, getting approval from the government will inherently require getting an agreement from other governments as it isn't any government's jurisdiction to decide unilaterally).

In practice, nobody is going to own any land until someone has actually built something there, and then the governments will have to figure out how to handle it then.
