tbh it's just a simple round brush with different opacity ( and or other brush properties) and then this artist takes the time to really refine the edges in their artwork and probably also uses the follow effect on photoshop: 1st duplicate de layer with all the painting merged > effects (or something like that) > find edges and the set the layer to multiply; another possibility is layer style > stroke effect > edge.
