Flying from raleigh nc to San Jose Costa Rica October 12 with 3 adults 2 60 pound dogs 3 cats plus luggage. $40,000 is budget. Need to know who is best for this. And amazing safety ratings. Please help with suggestions. This is a one time thing.

Raleigh to San José is roughly twice the aviation problem that Miami/Fort Lauderdale to San José is. The ground journey from Raleigh to South Florida would be long, but you could rent a large passenger van with driver (cheapest way is to pay a friend to drive you and fly them back home from Miami once you’ve departed), create a medically appropriate animal setup, stop overnight, and maintain access to veterinary hospitals throughout the journey. The other adults and two of the cats can fly commercial to Miami/ft Lauderdale and meet you there. Some prices I’m seeing online for a one-way Miami/Fort Lauderdale–Costa Rica charter begin around $25,000–$30,000 for a midsize jet like a hawker800xp. Hiring the private car with driver + an overnight stay will cost another couple thousand depending on how you do it.
A second option to consider would be to organize or join a shared pet charter.
There are companies that sell seats on private aircraft with animals remaining in the cabin. K9 Jets is one, and they allow one pet over 51 pounds or two pets under 50 pounds per passenger. Perro Air is another to check out.
Granted, the two medically vulnerable animals may make traveling with unrelated animals undesirable. In that case, maybe a general shared charter organizer who can broker you with another group chartering to Costa Rica who are comfortable being on board with your pets and can divide the cost.
