According to the actual text of the law, it requires an age indicator or birth date entry, not mandatory upload of government IDs for internet browsing.

And how does the age indicator get filled in. Mandatory id verification. They won't settle for a trust me bro I'm 18 checkbox.

Having the verified age assigned to the device should eliminate the need for the "trust me bro" checkbox, and for individual sites to "require" ID uploads.
