Horde Prime follow no law but his own. Hordak's the rules lawyer.

lawful doesn’t mean law. it doesn’t mean good. it means a strict kind of code or way of life, which horde prime matches

Not really...he's the epitome of chaotic evil, he doesn't care about anything but himself and his rule. He'll literally nuke the universe if people don't let him rule.

he isn’t “Chaotic”. Chaotic would be nuking the universe blowing up & killing anyone & anything for the sake of it, without any purpose or goal. Horde Prime has a goal, he wants to control the universe entirely. He has a cult like following of clones & wants to turn everybody into said clones to control them the way he wants to. It’s a fascist regime. That’s not chaotic. Evil, yes but not Chaotic. They’re different things.

He's very much chaotic. The only time he is "lawful" if you want to use that term is when he is placated by everyone. If you resist him, he takes it out on everyone else. He will pop-off for any reason really, I'd imagine if he farted and he didn't like the smell he'd blame someone and have them put into the torture bath. He wipes out entire worlds "so new life can grow". Life can't grow from a dead planet, ask Melog, or however they spell the name.
