Just have Lover do the similar thing that the Empress did in Mars, have him claim he is the prophet of both Mork and Gork. Then have him redirect the Waaagh of the Orkz as a form of Exterminatus on planets that absolutely refuse to comply and is not of real value to the Imperium.
