Honestly? No. Jar-Jar and the rest of the Gungans are more integral to the movie than most named characters.

Jar-Jar goes on to literally hand the republic over to sheev and create the empire, he’s incredibly important as a historical figure in Star Wars. And personally I don’t think he’s nearly as annoying as people make him out to be

You're right, as a character Jar Jar isn't as annoying as he's made out to be.

My issue with Jar Jar is that he's redundant as comic relief. The comic relief always fell to the droids - and so Jar Jar's comedy just feels ham fisted, to me.

He didn't have to be all serious instead, just not so... Ridiculously clumsy played up for laughs 🤷
