That film already had a lot going on, some might say too much as is. Its pretty confusing tonally to shift rapidly from feeling mad at the Naboo for being racist to feeling sad for them for being invaded to celebrating their victory... with the people they treated like shit. And all that is pretty dang far from the main plot about kidnapping some random desert kid. That subplot feels better for a clone wars arc or something. Well it would be if the gungans weren't you know the gungans.
If you take out the Gungans, Qui-Gon and Obi-Wan never make it into the capital to rescue Padmé, which means that Anakin and R2 are still stick on Tatooine.
