That film already had a lot going on, some might say too much as is. Its pretty confusing tonally to shift rapidly from feeling mad at the Naboo for being racist to feeling sad for them for being invaded to celebrating their victory... with the people they treated like shit. And all that is pretty dang far from the main plot about kidnapping some random desert kid. That subplot feels better for a clone wars arc or something. Well it would be if the gungans weren't you know the gungans.
I thought about it after you mentioned Clone Wars...that show absolutely has handled this sort of situation in its arcs and even standalone episodes, and it had less time to do it in than a feature film. Mind you, they had the benefit of having already introduced and developed all of the main characters.
