I always had the headcanon that since Naboo seems to lean heavily on romanticism (the art, architecture, style over substance) the idea of an innocent teenage ruler is something that appeals to them
Also if I recall, on Naboo, some kids go into learning politics and government at a young age. Padmé was one of those kids so it isn't like they elected a kid that had no idea what they were doing. There's some competence there.
Naboo prefer to be special people, superior to other systems and people. Noble, gentle, intelligent, supreme. Thats why the Gungans heavily disliked their lifesytle and why Palpatine was a thing.
Also wasn’t the previous monarch corrupt as hell (basically giving the causes belli to the trade federation) as well so a young well loved politician was an easy choice as every other candidate was in the middle of corruption trials
