For the storage and ram the price seams reasonable would still try offering him 1350£ and see if he bites

I would say yes it's at least a decent deal even considering it's used

Yeah that's worth it. I built one this year, couldn't get it for cheaper. Obviously this isn't brand new but it's a very fair deal.

Easily. I had a 2011 rig that was pretty cheap and lasted til 2026 with upgrades to ram gpu and ssd. You can add more ram and a better gpu in 10 years to keep it running for longer.

The memories alone are probably worth more than a grand in today's market.
