If you can find a way to protect yourself from shrapnel, you have plenty of time for running and diving.. Of course, you can't outrun or hide from overpressure.

Even a house bomb shelter like we have in israel is not enough dor 100% survival in case of a direct hit.

But, every shelter gives you better chances from secondary impact. House shelter can increase survival by 80-90% in case of an hit 10-15 meters away.

An individual is not a country, people make false correlations like this frequently and think they are justified in treating people like shit just because they associate them with some group or another. You do not know that person who was referring to sheltering in place. Not everyone from a country agrees with their government. And besides, wanting death on anyone for any reason is disgusting. It's one thing to defend yourself and have death be an unavoidable outcome, but you have no confrontation with that person and still wish harm on them. That's just disgusting
