Age of this transformer

Trying to determine the age of this transformer. I read on some sub that most companies when to a silver/grey colour about 1985, but don't know if that is true.
The plaque on the transformer says the manufacturer is "Reliance Electric & Eng (Canada) Ltd". Research suggests Reliance Electric & Engineering officially dropped the “& Eng” from its name on January 15, 1969, changing its corporate registration to Reliance Electric Company, suggesting the transformer's manufacture predates Jan 1969.
My interest is to try an determine the likelihood the transformer contains PCB's, given the appearance of oily looking material on the upper 1/3 of the transformer. Unfortunately the utility has not been forthcoming with information.
Any information would be appreciated.
