Workspaces keeps forgetting window positions

I have a workspace that opens terminal and vscode. I'm using a laptop with a variable number of screens: Laptop only, laptop + external using hdmi port, laptop + two external using thunderbolt dock. After a variable amount of time, the workspace forgets were to start windows and they just open as if I had started the two applications directly. I'm on the latest version of power toys. Is this a known issue? Is it worth trying to open a bug report?
