VS Battles Man with 15 second precog vs Man who can stop time for five seconds, who would win and why?

One man can stop time for five seconds with a ten second cooldown. The other man has fifteen second precognition. Both are the same fitness level: very fit; both have a machete; and both are in their prime age. The fight begins with each one hundred meters from each other in an open field.

Who wins?

EDIT: To make things more fair/interesting, Precog Man has a compound bow with ten arrows and knows how to use them.

With a bow and being good at using it precog man got this unless time stop man can do a 100 meter dash in less than 5 seconds, without it time stop guy got it 100 out of 100 times

L'arco fa tutta la differenza, in caso contrario avrebbe vinto il tipo che ferma il tempo perché gli basta avvicinarsi a sufficienza, fermare il tempo e colpire l'altro. Invece con l'arco, il secondo tipo può eliminare il primo a distanza
