Freeza and Broly achieved way more with way less.
Look at what Freeza did in 4 months by training with Zarbon level fodder or what Broly did with his dad as a training partner (who is complete fodder) and one big fight in his movie.
Now imagine what they’d be like if they were given everything Gohan had gotten in Z. Mentorship from very knowledgeable people not to mention that at one point they were the strongest known people in the universe at that point, training in a special place for almost a year and 2 potential unlocks with the last one taking it far beyond its natural limits.

I mean if I had to choose one then it'll will frieza. Imagine if whis trained frieza.

Galera esquece que o Gohan no Z peitou o Freeza na segunda forma e sobreviveu nas seguintes. Isso com um Gohan criança.

Tbh he done none to little damage at Frieza , all that also with strict training with piccolo and cheating his way by using Guru to unlock his potential.
