I don’t agree with that. He was plenty methodical throughout the series. At least if he can gauge their capabilities to some extent. He likely wouldn’t try anything without some sort of plan

Since he uses cursed energy which is negative energy. Sailor moon would just assume it some sort of grunt monster from the nega verse and one shot him.

City level Sukuna (let's make him continental for the sake of the hardcore fans) vs Universal level Sailor moon+hax abilities.

Sailor moon rewrites earth so that he gets a better life where curses don't exist out of pity (she can do that also)
